httpclient connection refused

Hi Guys,
All of a sudden my httpclient implementation is giving me a "Connection refused: connect" error when trying to connect to a url via a proxy, im using port 80.
When i change the port to say 8000 then it works fine, however port 80 and 443 dont work. Does anyone know what this behaviour is down too?
