Creation of fonts in general and in Java

Dear Sirs,

I am wondering how to create a font programmatically. Where can I find a file-format specification for fonts? I found one with my MSDN Library from 1998 (mainly for raster fonts and maybe early vector fonts for use with Windows 3.0), but that seems insufficient. I would like to be able to create TrueType fonts. I also noticed that some fonts seem to have code in them. I use Hebrew fonts and sometimes the accents below the text need to be higher (if they follow a Kafh sofit rather than 'hey' or something), and sometimes adjust themselves side-to-side to avoid running into vowel points. This seems beautiful and all, but I want to be able to do it, too. Let me know what you know, please. Thanks!

In Christ,
Aaron Laws
