Rule Engine in Java

I have been working in some complex web applications. They are complex in terms of UI and server side validations. In some of the cases we had to put hundreds of IF ELSE conditions to check the validity of the data.
This approach increase complexity of the code to the value 100 and 150. which should not be greater than 10.
I have heard of Rule Engines. I am informed that they are the best options to go for complex validations.
Has any one used the Rule Engine?
What are the best open source Rule Engines available?
