I am trying to see the use for JSF when we can have custom tag libraries which can do the same, unless we are expecting the JSF conponents to be redistributed as open source?

I think you may be missing the point: JSF provides good support for components, but that's only part of the puzzle. The framewoek & lifecycle, along with the data binding capabilitied make this much more than a few tags on your page.

I like your question.
I am currently working in a JSF project. When compared to Struts or Action based framework I don't find any additional features nor it simplifies the development. It is purely marketing strategy from Sun like EJB.
My insight on JSF is: “Sun, Oracle, IBM and a few other vendors thought about making money on the user interface development framework like Struts. To benefit all of them, they came up with a component based framework where all of them can sell components to interact with their proprietary products.”
