What is Standard Interface?

The biggest benefit of SOA appears to be easing EAI by providing a standard Interface, which can be used by existing and new applications. Also web services is not the only SOA enabling technology, COM-DCOM are some of the older ones, to name a few others. In the absence of one single enabler, how can the standard interface are defined. And how is it made sure that the new applications will comply with this standard interface?

Any thoughts?
