i18n Script Languages

The most common if not all program language was written for Latin alphabet, which is fine for those are using this writing system but not all people use it.
Take for example, Arabic, Chinese, Russian, Japanese and Hebrew. These languages doesn't have any script nor program language capability.
Is there a Script Engine that invite all these languages into one single package?
May be I will start a new project called i18n Script in the near future but I don't how to begin
and by the way, nice article.
