A property file in WEB-INF folder

I'm trying to load a property file in WEB-INF folder.

WEB-INF
|--->classes
So since classes folder is inside WEB-INF, I tried to go with ../values.properties. But it is not working with Tomcat 5.5.

Can you give me some idea on this?
Do you use tomcat 5.5 or 6.0

WEB-INF/classes is in the classpath for a web app usually
it's just the root default package
